What is the Building Industry Council?

The Building Industry Council (BIC) is an advocacy organization working to educate and inform Wisconsin residents on issues affecting the building trade. Through pubic communication and research, the organization promotes and encourages action on its public policy agenda. BIC also particpates in legal efforts at all levels to advance important public policy issues affecting jobs, property taxes, the environment and Wisconsin's economy.

BIC is organized as a Wisconsin nonstock corporation and has been recognized by the Internal Revenue Service as a tax exempt organization under section 501c(4) of the Internal Revenue Code.  BIC is administered by an eighteen-member board including the Past President and President of the Wisconsin Builders Association.

BIC uses “issue advocacy” to provide information to the general public as a means of affecting public policy.  While BIC does not expressly advocate the election or defeat of a clearly identified candidate as defined by the U.S. Supreme Court and Wisconsin State Supreme Court, BIC does discuss issues and policy questions that may be associated with a public official or a candidate.  BIC does not provide any financial support to candidates and does not work in consultation or in cooperation with any candidates or political party committees.
Goals & Purpose

To promote, develop, define, and encourage distribution of information about Wisconsin's economic climate and the importance of job creation in the building industry to the general public of Wisconsin through general media communication and grassroots mobilization.

To foster, encourage, and coordinate the development of public policy involving the building industry that will lead to greater economic opportunity and a higher quality of life for Wisconsin's citizens. BIC works to keep the state's residents informed of state and regulatory issues that affect the health and economy of Wisconsin and prevent unnecessary regulation.
To support strong legal action that relates to it's purpose, including fighting impact fees that increase the price of housing in Wisconsin and work to streamline the regulatory process.

To engage in other activities that facilitate public education about the building industry and promote the betterment of the state as a whole.
BIC Leadership

In November of 2006 BIC was expanded to include:
- One member to represent Brown County HBA, Madison Area BA, Metropolitan  BA, and Valley HBA (these four new members are to be appointed by each local  to be represented).

- Four additional members to represent all other locals and will be nominated by  each local.  Nominations for these positions will be taken from all locals with 499 or fewer  members.  An emphasis on a mix of locals from all areas of the  state will be considered and the final members will be selected by the BIC  President.

- Two Executive Officers serve at the discretion of the EOC.  One EO position would  be from a local of 500 members or more and one EO position would be  from a local with fewer than 500 members.  The EO members will serve as non- voting members of the BIC.
