Leadership Positions in WBA

Senior Officers

President

The President is the chief elected officer of the Association. The President represents the members of the Wisconsin Builders Association® with the public, government officials, the media, local associations, the National Association of Home Builders, and other business groups. The President presides over Board and Executive Committee meetings utilizing parliamentary procedure as outlined in Robert’s Rules of Order and typically does not vote unless there is a tie. If so, the President will cast the deciding vote. The person in this position takes the lead in political fund raising and is at a minimum, a Gold Key member in Build PAC. The President participates in committee meetings and provides oversight to the Building Code Committee, the Executive Officers Council, the Local Officers Council, and Building a Better Wisconsin committee. The President sets the example in upholding the oath of office and the WBA Code of Ethics.

President-Elect

The President-Elect is the second highest-ranking elected officer of the Association and at the conclusion of the President’s term of office automatically succeeds to the office of President.

Duties and responsibilities of the President-Elect include:

  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year. Presides in the absence of the President.
  • Represent the Association from the perspective of the greater good of our members.
  • Represent Senior Officers when needed for local association functions.
  • Perform Local Building Associations installation ceremonies and deliver the WBA message 5-8 times per year in various locations around the state.
  • The President-elect participates in committee meetings and provides oversight to Building a Better Wisconsin, the Membership and the Convention committees.

Treasurer

The Treasurer ensures the integrity of the fiscal affairs of the Association.

Duties and responsibilities include:

  • Review monthly financials of the Builders Association to track the financial health of the WBA.
  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year. Report on the financial health and any variances on the financials at these meetings.
  • Attend Builders Industry Council (BIC) meetings as a member of the board.
  • Attend Build Wisconsin meetings as requested.
  • Provide oversight to the Finance and Governmental Affairs committees.

Secretary

The Secretary is the official keeper of the records and seal.

Duties and responsibilities include:

  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year.
  • Provide oversight to the Public Relations Committee and the Education Committee.
  • Attend 5-7 Local Officer Installations during the year to install the new officers.

Past President

Represents the members of the Wisconsin Builders Association ® (WBA) with the public, government officials, the media, local associations, the National Association of Home Builders, and other business groups as required.

Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year.

Participate in as many committee meetings as possible to provide continuity in WBA activities during transition year.

Duties and responsibilities include:

  • Serve as chair of the Building Industry Council.
  • Mentor senior officers and other WBA leaders.
  • Be a leader in political fund raising. Gold Key membership or equivalent in personal donations should be the minimum.
  • Provide input for the Executive Vice President’s annual review.
  • Represent the Senior Officers at WBA events as needed.

Executive Vice President

Serves as the chief employed officer of all WBA corporations and subsidiaries: WBA, WBA Insurance Services, WBA Foundation, Building Industry Council, and Build PAC.

Duties and responsibilities include:

  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year.
  • Safe guard and insure the integrity of the receipt and disbursement of funds.  Hire and fire employees as conditions and needs mandate.  Serves as the spokesman for the industry both by actions and example.
  • Bring knowledge about the dynamics and operations of local associations to give good council about conditions, challenges, and opportunities.
  • Assure that WBA and its subsidiaries move strategically within the parameters given.  Demonstrate leadership by both words and deeds to staff and membership.

Associate Advisor-First Year

  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year.
  • Represent the association from an associate’s point of view.
  • Represent the Senior Officers on the Associate Advisory Council.
  • This position is advisory only and cannot vote on issues that come before the senior officers.
  • Fill in for Associate Vice President if needed and vote in place of him/her.

Associate Vice President -Second Year

  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year.
  • Represent the association from an associate’s point of view
  • Represent Senior Officers when needed for local association functions
  • Partake in all Senior Officer functions and represent the associate view on leadership issues.
  • Participate in committee meetings and provide oversight to Associate Advisory Council
  • This position is a voting position for issues that come before the senior officers.

Other Leadership Positions

Area Vice President

Serve as a contact person for local officers and executive officers in the area for information on WBA activities.

Duties and responsibilities include:

  • Serve as a conduit for information on area concerns from local associations to WBA leadership and staff.
  • Visit each local association in the area at least once a year to provide a WBA presence at general membership meetings or board meetings.
  • Serve as WBA representative at local meetings when an invitation for a senior officer cannot be accepted.
  • Serve as an advocate for WBA policies, activities or special projects with local associations in the area.
  • Identify and recommend to WBA local leaders in the area who could serve in a leadership capacity on the state level.
  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year.
  • Submit a written area update two weeks prior to the Executive Committee for inclusion in the meeting packet. Provide short verbal summary at Executive Committee meeting.

Director

The Board of Directors is the policy-making body of the association and is responsible for the business affairs of the corporation.

Duties and responsibilities include:

  • Approve operating and capital budgets.
  • Represent the membership of the association.
  • Understand issues facing the organization.
  • Ensure proper use of assets.
  • Establish short- and long-range goals.
  • Approves new members.
  • Expels and disciplines members.
  • Fulfills fiduciary responsibility to the membership.
  • Approves the long range and strategic plan of the association.
  • Assures legal compliance with the bylaws of the association.

Committee Chair

The Committee Chair directs the members and activities of the committee to ensure accomplishment of goals and objectives as directed by the President.

Duties and responsibilities include:

  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year.
  • Assist in the development of the committee objectives and budget.
  • Inform committee members of the objectives and their expected individual contributions and their responsibilities.
  • Prepare meeting agendas and assures the distribution of relevant information to all members prior to meetings.
  • Presides over committee meetings using Parliamentary Procedure to ensure adherence to the major issues and purposes of the committee.
  • Encourages active participation by committee members in the activities of the association.
  • Prepares committee status reports for the Board of Directors and Executive Committee meetings.

Committee Members

Under the direction of the committee chair, committee members participate in all committee activities and work toward the fulfillment of the committee objectives.

Duties and responsibilities include:

  • Attends all meetings of the committee, whether in person or via conference call.
  • Carry out individual assignments given by the committee chair.
  • Review all relevant material prior to the committee meetings.
  • Participate in committee discussions and deliberations and voices objective opinions on committee issues and topics.
  • Understand the specific responsibilities of the committee.
  • Has an awareness of the association’s strategic plan, practices, policies and procedures as it pertains to the committee’s goals and objectives.

Executive Officer

Serves as Chief Administrative Officer of the local builders association, recommends and participates in the formulation of new policies and makes decisions within the bounds of existing policies. Plans, organizes, directs and coordinates the staff, programs and activities to ensure the association’s goals and objectives are met.

Duties, responsibilities and authorities include:

  • Attend Executive Committee meetings (3) and WBA Board meetings (3) during the year and prepares a report on the operations of the association.
  • Maintains the assets of the association and investments in accordance with the established policies.
  • Directs and coordinates all approved programs, projects and major activities of staff.
  • Recruits, hires, trains and motivates and gives performance reviews to association staff.
  • Promotes interest and active participation to members in the association’s activities.
  • Maintains effective relationships with public and private organizations to ensure the interest of the association is realized.
  • Develops and recommends an annual budget in cooperation with the Treasurer and Finance Committee and operates within the confines of established guidelines.
  • Insures that all funds, physical assets and other property owned by the association are appropriately safeguarded.
  • Plans, coordinates and conducts a public relations program to enhance public acceptance of the industry.
  • Develops education programs to advance the professional skills of the membership, operating within budget and program objectives.
  • Plans, organizes and directs membership promotion and retention programs.
  • Develops and coordinates legislative, regulatory and political efforts and maintain relationships with government officials and agencies impacting the industry.
  • Plans and executes all communications to the members.
  • Acts as a liaison with NAHB, attending all official meetings and the Executive Officers Council Seminar.
