New Rules, New Technologies
Wisconsin’s Uniform Dwelling Code (UDC) or Commerce Chapters 20-25, as well as chapters regarding electrical and plumbing have been updated. New administrative rules will be in effect January 1, and some will take effect April 1, 2009 or later. Building inspectors will be immediately trained on the new rules, so builders, remodelers and subcontractors need to follow the new regulations quickly. Our instructor is Leroy Stublaski (AIA), UDC-Engineering Consultant Advanced with the Department of Commerce, Safety & Buildings. He will spend an hour on the home’s structure, including new wall-bracing rules. He’ll spend an hour on the new energy code, including REScheck as modified for Wisconsin. In the remaining 2 hours, Leroy will touch on a host of important topics, including but not limited to inspections, erosion control, interior circulation, fastener rules, drainage planes, log home building, elevators, fire separation, carbon monoxide and smoke detectors, and continuing education requirements. A year ago about 4,000 persons held the Dwelling Contractor Qualifier Credential. Now there are nearly 10,000. Course ID #10142 provides 4.0 Continuing Education Credits for Dwelling Contractor Qualifier Certification and UDC-Construction Inspectors, and it provides 1.0 Continuing Education Credit for UDC-HVAC Inspectors.
Registration will be $119 for WBA members who register online, or $129 for members who phone, fax or use paper to register. Registration will be $169 for non-WBA members who register online, or $179 for non-WBA members who phone, fax or use paper to register. The fee is higher this year. Citing a budget shortfall, the Department of Commerce, Safety & Buildings canceled our $50,000-$100,000 contract to provide training. In order to cover WBA's expenses to provide the training, we raised the fee and we're seeking sponsorships. The fee includes continental breakfast at 7:15 a.m., break beverages, workbook, and continuing education credit data entry. The workshop starts at 8 a.m. and ends at Noon.
We expect approval from the Department of Commerce to offer 4.0 continuing education credits for Dwelling Contractor Qualifier Credential holders and for UDC-Inspectors. YOU MUST HAVE A CURRENT DWELLING CONTRACTOR QUALIFIER CREDENTIAL in order to earn continuing education credit for that credential. If you need 12 credits in order to apply for the Dwelling Contractor Qualifier Credential, you need to take a special 12-credit course such as WBA’s "New Builder Education." (That 12-hour course will be offered six times between November 2008 and May 2009. "New Builder Education" is also available on DVD or online.)

New Builder Education
WBA will offer six 12-hour “New Builder Education” classes. Commerce-approved course #8931 is an Initial Training course for those who need 12 credits in order to apply for their Dwelling Contractor Qualifier Credential (DCQC). It is also approved for credits for those who need continuing education credits to renew their current DCQC. The course runs from 8 to 5 p.m. the first day, then 8 to Noon the second day.
Attorneys from Axley Brynelson present two four-hour segments that cover contracts, warranties, liens, lien waivers, the Right to Cure law, theft by contract, the difference between employees and independent contractors, change orders, remodeling administrative rules and such. Designer, builder and MATC instructor Devin Rains presents four hours on Wisconsin’s Uniform Dwelling Code.

“New Builder Education” is also available as a DVD/online version. This will satisfy either initial training requirements so you can apply for a
Dwelling Contractor Qualifier Credential or continuing education requirements so you can renew your Dwelling Contractor Qualifier Credential. This is a 12-hour course. Two 4-hour segments cover contracts, warranties, liens, Right to Cure, theft by contract, and other legal and business aspects for contracting or remodeling businesses. One 4-hour segment covers aspects of the Uniform Dwelling Code. Persons who need this class for Initial Training must pass an examination with a score of 70% or better. A registered architect with a BS in Architectural Engineering, he provides code consultation for architects and engineers, general contractors, home owners, and municipal building inspectors. Leroy participates in various training programs to provide continuing education for inspectors and builders. He provides information about the UDC, code enforcement, principles of engineering and general requirements for residential construction throughout the state. He authors and edits the commentary for the UDC based on commonly asked questions regarding the code’s intent. He has written various articles on construction and products used in home construction. He is a master speaker at energy training seminars, builder meeting groups and home owner organizations – and now WBA’s UDC Training 2009.
